Don't be surprised if you end up with a large Amount - my Wolf avatar was around 300%. Set the Threshold to 0 and the Radius to. Just make sure both numbers are less than 80 pixels. Set the Width or Height to 80 pixels and the other box will adjust automatically. Make sure Constrain Proportions and Resample Image are both checked. Select the area you wish, then choose Image. Of course, if you don't wish it to be square then set the Style to Normal and free-hand the selection. For 80x80 I use the Marquee Tool and set the Style (in the toolbar at the top) to Fixed Aspect Ratio and set both Width and Height to 1. Get your image to 80x80 pixels or smaller. (Should be very similar for Photoshop Elements I guess)
